Political activities heat up, RO issues poll notice for Outer

Imphal, March 15 2014 : Election notification for the Outer Ma-nipur Parliamentary Consti- tuency which would go to polls on April 9 was issued today by the election Returning Officer (RO) concerned.

Meanwhile, with the arri-val of the expenditure obser- ver, a meeting on monitoring expenditure was held today.

Thoubal district Deputy Commissioner who is the RO for Outer Manipur P/C issued the election notification today.

According to the notification, candidates may file their no-mination papers till March 22 .

The last date for withdrawal of nomination papers is March 26 and scrutiny would be done on March 24.Counting of votes would begin from May 16 .

So far, eight candidates have announced candidacy for the Lok Sabha election in Outer Manipur P/C.They are Thangso Baite (INC), Prof Gangmumei Kamei (BJP), Kim Gangte (TMC), Lamlal-moi Gangte (CPI), Soso Lor- ho (NPF), Lien Gangte (JD-U), C Doungel (NCP) and Mani Charenamei (Ind) .

Due notification for Inner Manipur P/C would be issued on March 19 .

Along with the issuance of election notification, the Election Commission has appoin- ted Shankar Sharma (IRS) as expenditure observer for the Outer Manipur P/C.With Chief Election Officer (CEO) O Nabakishore in the chair, a meeting held today in his office with officials of Airport Authority of India, CISF, bank, Income Tax and Excise discussed about expenditure monitoring.

It is reported that Shankar Sharma, stationed at Hotel Imphal, may be contacted on 09549667890 on any matter related to election expenditure.

The CEO instructed bank officials not to allow candidates encash more than Rs 20,000 at a time and in case there is transfer of money in the form of cheque, it should be account payee.

If any person who deposits or withdraws more than Rs one lakh at a time looks suspicious, the concerned District Election Officer and the Income Tax should be informed immediately.

On their part, Income Tax Department has already opened two air intelligence units at Imphal airport.

The CEO also instructed CISF and airport authority to help Income Tax officials in their monitoring work.

It may be noted that for the first time in the history of Indian elections, the Election Commission of India (ECI) has made provision for the voter to exercise 'None of the Above' (NOTA) option.

Hi-therto, a voter exercising this option attracted public and media attention.

But now the voters can do so from the pri-vacy that voting booth offers.
