Pre-Conception & Pre-Natal Diagnostic Technique (PC-PNDT) Act, 1994 was enacted on September 20, 1994, amended and effectively implemented in 2003 and strictly amended in 2011 all over India.
PC-PNDT is a Draconic Act in nature.
Absolute stringent action is being taken against all the erring Radiologist, Sonologists and Gynecologist.
Giving the definition of PC-PNDT stands as an act to provide for the prohibition of sex selection, before Conception or after conception by any methods and for the prevention of their misuse for sex determination leading to female Foeticide.
During the inspection, the District inspection and monitoring committee (DIMC) on the day inspected and checked the registration certificate (Xerox) of USG Machine to PC-PNDT, FWS, Imphal, about the details of the Purchased USG machines,
While briefing the media after the inspection, Dr LD Shepei, District Nodal Officer, DIO, PC-PNDT stated that PC-PNDT Act, 1994 is mainly to avoid infanticides which is crime for killing an unwanted child specially saving a girl child through ultrasonography that determines whether a child is a boy or girl before birth.
To control the infanticides and to save the baby girls, PC-PNDT was enacted in 1994 and implemented throughout the country, State and district.
For this purpose, the district health society has set up two boards including the chief medical officer who is also known as District Appropriate Authority with the DNO and under them, 2 committees have been set up as District Advisory Committee and District Inspection and Monitoring team, said Dr Shepei.
During the inspection, the DNO stated that some of the USG centres were found to be following a proper channel as given in the guidelines.
However, many were found to skip the guidelines and have been instructed to follow the same.
The DNO mentioned that a surprise inspection will be carried out in near future too, warning that all such guidelines should be followed by every USG centre operating in the district.
To whoever does not follow the proper guidelines provided on the day, the DNO stated that the authority will be compelled to initiate punitive actions even to stop functioning such machines, cancel the license or fine or even legally sue them and put them in jail.
