JCILPS smells a rat

JCILPS has expressed suspicion regarding the presence of gangs/mafias who bring in non locals into the State for flesh trade, human trafficking and other illegal trades.
Speaking to media persons at JCILPS office at Sega Road Konjeng Hazari Leikai today, the association's executive member Jitendra Ningomba said that the suspicion arose after a bus which was not affiliated to any Bihar to Imphal travel agencies and which did not have any permit, was detained by locals at Khabam Lamkhai along with the passengers and handed over to JCILPS.
Pointing out that the non locals detained, and rounded up by JCILPS and its student and women wing in the past were mostly labourers as well as unskilled people without proper identification documents, Jitendra said that most of the passengers found aboard the bus detained by the locals today, consisted of children and women.
Suspiciously, their destination were also far off places like Moreh and Churachandpur, he said and questioned as to why the women and children are being transported to these places.
He further informed that all the said passengers were Biharis and the bus belonged to a Bihari as well even though it had Manipur registration number.
Jitendra narrated that one bus from Bihar and bound towards Imphal (bearing registration number MN 01/ 2139) arrived at Khabam Lamkhai at around 2 pm and left after dropping off 35 passengers.
Then at around 4 pm, another bus (bearing registration number MN-04S/5114) arrived at the same spot but was detained by the locals while trying to unload its passengers and handed over to JCILPS.
He also informed that the detained bus which had around 40 passengers on board, was detained by volunteers of Socio Development Sub Committee (formed under Anouba Imagee Mangal of Khabam Lamkhai Chumbreithong) and Khabam Lamkhai Nupi Marup.
Pointing out that there are around 10 Imphal-Patna bus in the State which usually undertake one trip per week, Jitendra said that it is would not be right to delay the Bill for the protection of the indigenous people of the State which the Government assured to pass in the coming monsoon Assembly session.
It is high time for the State Government to take up necessary steps to check such influx of non locals in the State, he said and added that the non locals detained by the people today have been handed over to the police.
On the other hand, another executive member of the association, Waikhom Ravi said that the driver of the bus detained today is also a Bihari who is also not a permanent resident of Manipur and questioned how such an individual procured a Manipur driving licence.
He further claimed that the bus which left earlier (before the locals could be alerted) belongs to one Jugol Kishore Mahato of West Bengal, who is currently staying at Thangal Keithel while the second bus (which was detained and handed over to JCILPS) belongs to one Babulal Shaha of Bihar who is presently staying at Thangal Keithel as well.
The two buses will be permanently banned from operating in the State effective immediately, he added.
