HC constitutes panel to probe MCSCC Exam 2016

Imphal, November 27 2017: The High Court of Manipur has constituted a committee to enquire if there was any irregularity or illegality in the process of holding the Manipur Civil Services Combined Competitive (MCSCC) Examination 2016 .

According to a order issued by the High Court on November 20, the committee comprising of Y Jugindro Singh and U Kol Singh would examine the answer scripts of all the candidates of the said exam .

MPSC should make the answer scripts accessible to the committee and it would examine how many answer scripts are there in which the examiner/supervisor did not put his or her signature .

It would also examine how many answer scripts are there in which marks have not been given in respect of answer/answers .

Other aspects which the committee would examine include; how many answer scripts are there in which marks have been altered without any initial of the examiner; when were the answer scripts of the last subject handed over to the examiner for evaluation; where were the said answer scripts received by the MPSC from the examiner after evaluation by him/her; when was the scrutiny of evaluated answer scripts commenced and completed and when was the de-coding of the answer scripts commenced and completed after scrutiny had been done .

Further, the committee has been authorised to give any report regarding irregularities/illegalities it detects in the course of the enquiry .

The MPSC has also been directed to extend full cooperation to the committee and provide a separate room to the committee .

The MPSC has also been directed to deposit Rs 50,000 in the High Court's registry as advance towards payment of remuneration to the members of the committee.

The order passed by Justice Kh Nobin instructed the committee to submit its report within 45 days .

The High Court passed the order in response to two writ petitions.

On the basis of information furnished by MPSC in response to applications filed some of the petitioners under the RTI Act, the petitioners contended that there are no signatures either of the examiner or the supervisor in many of the answer scripts and different signatures were found in respect of the papers which are alleged to have been examined by a single examiner.

They further contended that there are errors in the totalling of marks in many answer scripts of the petitioners, signatures of the scrutinizers are found missing in the answer scripts, marks were altered without any initial of the examiner, marks are not allotted in respect of some answers and same marks were given in respect of different answers to a question .

Advocate G Pushpa, Advocate Dr RK Deepak and Advocate S Biswajit Meitei appeared on behalf of the petitioners while Senior Advocate A Bimol and Senior Advocate N Ibotombi represented the respondents.
