Imphal, May 10 2016:
Accusing Chief Minister O Ibobi of overlooking his responsibilities towards the hill people, the Tribal Youth Council Manipur has demanded the CM to resign gracefully.
In a statement, TYCM said O Ibobi has become the CM of four valley districts.
People of the State should a elect a CM for both the hill and valley.
Ibobi and political parties are completely insensitive to the sentiments of tribals, it said.
Although tribal bodies have been making numerous press statements and submitting memoranda pointing out the flaws of the three Bills passed on Aug 31 last year, politicians and senior advocates from valley have been repeatedly making statements urging to point out the flaws in the three Bills clause-wise, TYCM said.
It also said that if someone has a genuine desire to hold joint discussion, TYCM and tribal leaders are ready for live discussions or consultative meeting.
This is to avoid further confrontation and in the larger interest of mutual understanding or peaceful coexistence.
Politicians shall not justified anything for publicity or political mileage and cause unnecessary misunderstanding among the communities.
JCILPS has started agitation in different forms so as to obtain the assent of President, whereas the dead bodies of nine tribals are still lying at the morgue of Churachandpur district hospital since August 31, 2015 .
Both sides have resolved not to give in at any cost.
In such a situation, it is mandatory for the State government and major political parties to see both sides in equal terms.
It is not wise to completely ignore the sentiments of hills and unconditionally take side.
However, the State Government led by Ibobi and political parties without taking into account of tribals' strong revolt against the three Bills in the meeting held on May 9, 2016 have decided to leave for New Delhi to pressurize the Centre so as to convert the Bills into Acts which is too discriminatory.
It then condemned the resolution of Ibobi led Government and political parties and demanded immediate revocation of the decision.
State Government and major political parties are not supposed to create communal tension through discriminatory action or inaction.
"We don't oppose ILP or JCILPS or valley people; we only oppose the contents and procedure in passing the Bills, that is, the State Government has violated the Presidential Order, 1972 and The Rule and Procedure and Conduct of Business by failing to refer to the Hills Areas Committee which is mandatory.
The Bills can be considered only after rectification of the flaws in the contents of the Bills and refer to the Hill Areas Committee," it said.
"However, the three Bills are never acceptable to hill people.
The flaws have to be rectified, because if nine people have died in revolting against passing the Bills, nobody can guarantee how many more people will loss their lives if the Bills are converted into Acts and it will widen the gap between the hill and the valley," it added.
