Imphal, March 01 2015:
State councils of CPI and CPI(M) have demanded the State Government to pass a law similar to ILPS during the ongoing session of the State Legislative Assembly to protect the indigenous people of the State.
Speaking at a joint press conference, CPI State Council member L Sotinkumar said that after a public uproar, the All Political Parties Committee on ILPS was formed to submit a report to the Government on the issue.
The committee took opinions from legal experts, academicians and JCILPS members etc in preparing the report, he added.
However, the Government is not likely to introduce the Bill during the ongoing session as only two days are left for this session, he added.
He further said that introduction of the said Bill has not been not included in the list of business of the ongoing session.
Sotinkumar said that leaders of CPI State Council had given their opinion at the last meeting of the all political parties' meeting that the State Government can implement the law on its own without the consent of the Centre under Article 19(5) .
He said that the State Government led by Chief Minister Okram Ibobi must be held responsible for any eventuality if the Bill is not passed during the ongoing Assembly session.
Saying that CPI State Council would not remain silent on the issue, Sotinkumar said that the party would carry out various forms of agitation to protect the indigenous people of the State, he said.
Taking part at the press conference, Kh Surchand CPI State Council secretariat member, alleged that the State Government is trying to divert the issue.
Although, the All Political Parties Committee on ILPS had already submitted their report, the State Government is using delaying tactics to divert the issue although they understand the sentiment of the people.
CPI (M) State Council secretariat member Y Ratan said that the State Government is still unable to translate the resolution of the State Assembly into action regarding implementation of ILPS till date.
The All Political Parties Committee on ILPS was formed so that the State Government may implement a law similar to ILPS on its own as it could not convince the Centre regarding the issue.
Demanding that the Bill be introduced during the ongoing Assembly session, Ratan urged the Government to extend the session for some more days if necessary.
