MSCW moots concerted effort

Imphal, May 09 2014 : Expressing serious concern over increasing rate of crime against women in the State, Manipur State Commission for Women Chairperson Dr Ibetombi Devi has said that there is a huge gap between the nature of crime and the justice delivery system.

Speaking at a press conference held at her office chamber at Lamphelpat, Dr Ibetombi said that the State has to put in effort to reduce this gap if ever increasing rate of crime against women has to be curbed.

As the criminals keep on changing their mode of crime, there is need for a concerted effort of all sections of the society to check them, she added.

Saying that it is unfortunate that the lawbreakers do not spare even children, Dr Ibetombi called on to adopt the slogan, 'Think together, act together and save together to contain this situation.

The criminals find the loopholes fast every time the law enforcing agencies and organisations working on the field work out a strategy, she said.

Ibetombi while pointing out poverty, drug and alcohol as the root cause of crime against women, stressed on the need to chalk out a more serious strategy.

Saying that in most cases, victims belong to weak family background while the criminals are powerful and wealthy, Dr Ibetombi said that criminals usually elude law due to lack of evidence.

Informing that 383 cases have been disposed off out of the total 428 cases taken up by the Commission so far, Ibetombi said that 23 cases have been registered in 2014 alone.

She added that 27 cases were registered in 2007, 45 in 2008, 19 in 2009, 28 in 2010, 124 in 2011, 96 in 2012 and 66 in 2013 .

MSCW conducted spot visits in 47 cases in 2013 and six in 2014 which included the case of assaulting three girl weightlifters by boxer Dinko Singh.

On February 6, 2014, MSCW team conducted an inquiry and met the mother of late Sapam (N) Takhellambam (O) Binita of Thoubal Wangmataba Mathak.

On March 12, 2014, another MSCW team visited Dr Taruni at RIMS Hospital after miscreants shot and injured her.

MSCW also conducted a spot inquiry on the death of Ngangbam Sonia of Keirao Bitra Awang Leikai on April 25.On April 2, 2014, MSCW conducted a meeting and submitted a representation to the Government, Ibetombi said.
