Ceasefire with GoI comes to a dead end: IM

Dimapur, August 27 2013: The blow-hot, blow-cold relationship between the NSCN-IM and the government of India is becoming a matter of concern with the Naga outfit today said 'the ongoing cease fire between it and New Delhi is coming to a dead end' and accused the government of India of not abiding the Cease Fire Ground Rules.

The NSCN-IM also said they are 'very seriously thinking about it now' .

The directive from the government of India's Cease Fire Monitoring Group (CFMG) chairman NK Singh to all the three NSCN groups engaging in cease fire terms (with the government) said that their cadres are not allowed to carry around arms including by those 'ID Card Holders' of the cadres in the Noksen assembly constituency of Tuensang district till the by-poll results are officially announced.

Addressing media persons this afternoon at the office of the outfit's Cease Fire Monitoring Cell at Diphupar in Dimapur, convenor of the Cell, Kraibo Chawang said, "The ongoing cease fire between NSCN and the Government of India is coming to a dead end.

We are now very seriously thinking about it" .

Kraibo Chawang observed that NSCN-IM has become the victim of the cease fire.

"Our cadres have been tortured, killed or jailed.

Almost all the houses of the NSCN, especially in Dimapur have been raided by the Indian security forces.

In search of peace and in search of solution the NSCN has been maintaining maximum patience at the cost of our men being killed, our houses raided and many of our people jailed," said the convenor of NSCN-IM Cease Fire Monitoring Cell.

On the issue of carrying of arms by its cadres, Kraibo Chawang said the agreement to have the cease fire was signed between two entities, i.e.the NSCN-IM and the government of India.

Showing a copy of the cease fire agreement signed between the NSCN-IM and the Government of India, he said, "Ones own law cannot be imposed on the other" .

He then asked, "What do you mean by two entities?" and added, "Since the Indian Constitutional law is not applicable to us, the Cease Fire Ground Rules are made because ones laws cannot be applied on others" .

Driving home his argument, Kraibo said, "Since NSCN is an arm resistant force there is cease fire.

If that is not the case then there is no point of cease fire" .

The NSCN-IM leader alleged that the Government of India is interpreting the Cease Fire Ground Rules according to its own convenience.

"What do you mean by Card Holders?" he also asked and explained, "Those ID cards are given to the cadres who are frequently moving." Kraibo also said that the NSCN-IM has enough common sense to know when and where to carry around arms.

"We are not intruding into the airports with arms nor do we move about with arms to market places," the NSCN-IM leader stated, adding, "By issuing such directives, the Cease Fire Monitoring Group (Govt of India) chairman himself is violating the Cease Fire Ground Rules" .

According to Chawang, if things are not able to resolve at the Cease Fire Monitoring Cell/Group or Board level, then the matters should be put up at the higher level i.e.the Ground Rules Review Committee in New Delhi.

He rued that the chairman of the Cease Fire Monitoring Group (Govt of India) is not carrying out such move.
