'ADC polls after delimitation'

Chief Minister N Biren Singh has stated that the Government will try to hold the Autonomous District Council (ADC) elections as soon as possible once the delimitation exercise is over.
N Biren also said that delimitation is being conducted to hold the ADC elections of the hill districts and the exercise is nearing completion.
The Chief Minister was responding to a query raised by Congress MLA of Wangkhem AC K Meghachandra.
N Biren continued that ADCs are still functioning under caretaker Chairmen.
He said that there is a little delay in releasing funds from the State Finance given the bad economic condition but the same will be released as soon as the situation improves.
There is no question of robbing the democratic rights of the people, he added.
Chief Minister N Biren Singh, while replying to another query raised by MLA Th Lokeshwar Singh, said that no Government revenue documents and land records were gutted in the ongoing violence and, hence there is no reason to make new documents.
He said that the number of ADCs was increased from six to 10 ADC by the (Sixth) Amendment Act, 2022 .
The delimitation exercise for 10 ADCs is under process and on completion of the delimitation exercise, the schedule for holding the ADC election may be notified in consultation with the State Election Commission after obtaining due approval of the competent authority, he added.
Regarding the grant of funds to ADC, he said that the same has been recommended and reviewed by the State Finance Commission.
Agriculture Minister Th Biswajit Singh, on the other hand, said that the Agriculture Department has conducted an assessment on the economic loss in respect of paddy fields due to the ongoing violence.
He was replying to a question raised by Congress MLA O Surjakumar.
Out of 5901 affected farmers reported by the Deputy Commissioners, 3483 have been recommended to the Home Department for a total compensation of Rs 18.73 crore in the first phase, he said and added that the fund had been sanctioned by the Home Department to the 3483 affected farmers.
Rural Development & Panchayati Raj Minister Y Khemchand, while replying to a question raised by K Meghachandra Singh, informed the House that the term of the last elected Panchayat bodies was completed in October, 2022 and the matter regarding the schedule of the next Panchayat election is under process and the same will be fixed after obtaining fresh schedule from the State Election Commission and after obtaining due approval of the competent authority.
The financial position of the Panchayat bodies is being reviewed by the State Finance Commission constituted from time to time, he added.
Education Minister Th Basanta said that the steps taken to implement the credit system framework for classes IX to XII under NEP 2020, is not yet implemented in the State and there are no steps taken up to abolish matric examination system as part of implementation of NEP 2020 .
The Minister further added that 69 (Sixty-nine) schools of Manipur were selected for PM SHRI Scheme.
During the Zero Hour today, Congress MLA K Ranjit Singh raised the issue of construction of a road from Wabagai Lamkhai to Sugnu and drew the attention of the House for a solution regarding the proposed matter.
During the evening session, the House resolved a Private Member Resolution moved by MLA Leishiyo Keishing stating that "This House resolves to reaffirm its previous resolution passed on 5th August, 2022 and also to urge the Government of India to implement National Register of Citizens (NRC) in Manipur in the interest of the State in particular and of the Nation in general" .
The Speaker of the House also permitted the Private Member Resolution to be approved as Government Resolution.
The Manipur Appropriation (No.1) Bill, 2024 (Bill No.2 of 2024) and The Manipur Appropriation (No.2) Bill, 2024 (Bill No.3 of 2024) were also introduced in the House and passed.
