Apart from 'black operation', there have been instances of clashes among groups which are under SoO pacts.
This only painted of grim picture of inter-community conflict.
Instead of submitting all the small arms which were earlier wielded by cadres of militant outfits which have either surrendered or signed SoO pacts to security forces, these small weapons are entrusted to some people who would obey he diktats of security forces unquestioningly.
These armed cadres who have already surrendered or come under SoO pact are used extortion, lobbying contract works and in elections of different magnitude.
Moreover, arms and ammunition including bombs seized by security forces but were not registered are used in all such anti-social activities, continued the statement issued by the outfit's Publicity Secretary Roben Khuman.
By grooming several groups from amongst surrendered or SoO groups or other people, security forces have been coaxing these groups to undertake all kinds of detestable activities which are unbecoming of any revolutionary group.
If any individual from amongst these groups start questioning what they have been asked to do, he would be eliminated on some fabricated charges.
A gun is a deadly weapon and if any one is wielding a gun, he/she must have a strict sense of discipline.
Revolutionary cadres are armed with guns under well defined rules and discipline.
Proliferation of small arms provided by security forces has created a serious problem in the contemporary Manipuri society.
There have been instances of Ministers' sons shooting other people for some grudge on roads, father shooting son or vice versa for some trivial reaons.
Flashing guns even for minor tiffs have become a reality today.
This is something quite disturbing.
At the same time, some stooges of the Delhi bandits have been consistently scheming to blame insurgents for the socio-political turmoil.
Guns of revolutionary groups are always turned to adversary groups and they always use guns under a well defined code of conduct.
The so called 'gun culture' is an outcome of how the security forces have been using their guns, it alleged.
The gun culture which aims at creating a chaotic situation in the State apart from suppressing the liberation movement is a handiwork of the Delhi bandits and their stooges, concluded the outfit.
