Justice eludes many rape victims

Even though the State would be observing the International Day of Persons with Disabilities tomorrow (December 3), justice has not been delivered to many victims of rape and sexual assault including persons with disabilities.
One such victim is a 55 year old woman who has been suffering from chronic mental illness.
She belongs to a locality which falls within the jurisdiction of Irilbung police station.
She was sexually assaulted by a neighbour at around 2.30 pm of March 12 this year.
In connection with the incident, a case was registered at Imphal East women police station.
The incident came to light when the victim's younger brother saw the accused running from his sister's room in the nude.
Family members of the victim said that they saw the accused moving like a free man.
On being enquired with police, they were told that the IO might have difficulties to file the charge sheet due to non-receipt of necessary report from forensic experts or the accused might have been freed on bail.
In another incident, a 30 year old man sexually assaulted a minor disabled girl at a locality which falls within the jurisdiction of Porompat police station at around 2 pm of October 27, 2011 .
The accused gave some money and sent the victim's younger brother away to buy some articles.
Taking advantage of the solitary situation, the man sexually assaulted the minor girl.
When the brother came back, he saw the man in a suspicious position.
As the victim's family suspected sexual assault, she was taken to RIMS for medical examination.
The accused was pulled up and imprisoned for sometime but was released soon after.
These are a few cases of the numerous such cases of rape and sexual assault of disable girls and women where justice has been denied or inordinately delayed.
