The Manipur Human Rights Commission has today issued notice to the DGP pertaining to the recent murder of one Mayengbam Sumatibala Devi of Sagolband Tera allegedly by one Naorem Kiran of Uripok Khumanthem Leikai.
This followed a complaint petition filed by M Shanti Devi, a family member of the deceased Sumatibala alleging that the latter was killed by N Kiran.
The Lamphel PS is said to have registered a regular FIR, No 206 (12) 2002 u/s 302 IPC and the accused person is said to have been taken into custody, she said.
She contended that the concerned investigating officer has willfully delayed the investigation at the instance of one superior police officer.
Even though the weapon used in the murder has been seized, forensic examination on it has not been conducted till date, she contended.
While issuing the notice, the rights panel asked the police chief to submit the progress of the investigations in the FIR registered by the Lamphel PS so as to reach before the Commission by Jan 30 and fixed the next date for further proceedings.
It also viewed seriously that the act is a crime against women.
In another case the rights panel also asked the DGP to submit Action Taken Report in connection with the burning of a house wife identified as Moirangthem ongbi Indu Devi by her own husband M Loken Singh at their Sunushiphai Makha Leikai residence at 3 am of Dec 29, 2001 causing severe burn injuries on her body.
The DGP was also told to take action immediately as the matter is the first reported case of the bride/woman burning in Manipur and it needs to be investigated into with all seriousness.
It asked the police chief to submit his report by Jan 30 and fixed the next date for further for proceedings.
Victim Indu (37) of Ngakchroupokpi village, under Bishnupur District is the complaint in the case.
She said, on that fateful night her husband who had just returned home pulled her from the bed and set her aflame after pouring kerosene oil over her body.
Indu who survived with severe burn injuries was also turned out from the house by her husband, she added.
The police had earlier informed the commission that a regular FIR u/s 307/326/498 IPC had been registered by Bishnupur PS and the accused Loken was arrested on June 23 last year and remanded to custody.
In yet another case the Commission again issued notice to the DGP pertaining to the death of a woman after falling from a rickshaw during the repairing work of BT Road on August 4 last year.
The complaint petitioners are Arambam Gojen and three others, all children of the deceased Khomei Devi of Wahengbam Leikai.
They contended that the accident happened due to the deplorable condition of the road and the negligence of the concerned authorities.
The city PS had on the same day registered an FIR u/s 279/304-A IPC on the matter.
While issuing the notice, the rights panel asked the DGP to submit a report stating the condition of the road around Shamu Makhong at the time of the accident.
