Imphal, January 03 2017: Union Home Ministry's report to Election Commission of India (ECI) regarding the law and order condition of the 5 states for conduct of assembly election says that situation in Manipur is not favourable for free and fair conduct of election.

A highly reliable source said that the report of the Union Home Ministry was submitted to the ECI on Dec, 31 2016.The source added that law and order conditions of the 4 states ( Goa, Uttarakhand, Uttar Pradesh and Punjab ) is okay for free and fair conduct of state assembly elections however, conditions of law and order in Manipur is volatile, with state government unable to put under control � the prolong economic blockade and various form of agitation by the United Naga Council.

The report also suggested that two parallel government exist in Manipur with UNC taking the control in various part of Hill districts including Senapati and Ukhrul.

The report of the Home Ministry was forwarded to the Manipur government on January 1, 2017.Following that an urgent meet of the Congress Legislature Party was convened by Chief Minister Okram Ibobi Singh.

The meeting unanimously agreed to pursue the ECI and President of India to conduct the 11th Manipur Legislative Election on time.

Not to be surprise, a team of congress legislatures along with Chief Minister Okram Ibobi Singh today left Imphal for New Delhi on different flights.

Source close to the Chief Minister's office said that the Congress Legislatures will meet leaders of the All India Congress Committee to urge the ECI to conduct election on schedule time.

The team will also meet the President of India as well as the Chief Election Commissioner of India.

It is likely that the CLP might urge the ECI to conduct election for Manipur in two phases- one for Hill districts and the other for the Valley districts, the source added.

Another source said that the Union Home Ministry may impose President's Rule any time in the state if the ongoing crises initiated by the UNC in hill area is not contain.

Constitutional expert suggested that if PR is imposed in the state, state assembly election might be delayed for 3 to four month.
