NHPC project general manager DK Ray and CO of 32nd Bn CRPF BB Vaid were also seated on dais.
Speaking at the occasion DIGP MS Raghava called upon the people to introspect why Manipur is lagging behind other States in development sector.
With very investors interested in taking up any enterprise in Manipur, there is no avenue of providing jobs to youths.
He observed that "all of us should understand the situation and embark on the path to development".
He also appealed to the misguided youths of Manipur to return to mainstream.
He suggested collective struggle to make Manipur one of the most progressive State after forgetting and forgiving mistakes of the past.
Observing that only media can create mass awareness about education, MS Raghava said that the particular civic action programme was taken up with an understanding that computers are fundamental to information technology.
Claiming that CRPF is for the people, the DIGP said that CRPF would continue to live together with the people.
Even if some central security forces caused harassments to the people, CRPF never indulged in such activities like extortion etc, MS Raghava asserted.
In his speech, CO BB Vaid said that they too are human and they know human values.
"We are here to protect people.
There is no difference between us", he said.
The function attended by chiefs of different villages, villagers, senior officers of NHPC, Army, and BSF culminated with presentation of cultural dance and music by different cultural troupes.
