EVEN THOUGH departments under the Manipur government were asked to prepare their respective plan proposal for 2009-10 assuming an increase of 10 percent over the Central Assistance provided in 2008-09, some departments prepared their plan proposals more than the indicative limit of the planning department.
With special focus on the rectified abnormal increase of the plan proposals which detected increase to more than 100 percent of the current year allocation and as preparatory to the working committee discussion for annual plan 2009-10 to be held on January 16 and 17 in planning commission at New Delhi, a series of meetings started from today.
A first preparatory meeting was held this late evening under the chair of the chief minister O Ibobi at his office chamber in which head of departments of the departments attended.
Another round of preparatory meeting between all administrative secretaries and head of the departments will be held tomorrow at the conference hall of the Old Secretariat Building under the chair of the chief secretary, official source said.
Today's meeting under the chair of the chief minister also discussed on the status of decentralized planning in the state which is still in evolutionary process, according to an official statement.
Planning Commission of India, mention may be made, has given emphasis on the preparation of draft annual plan 2009-10 proposals from the grass root level and concern states and union territories have been asked to give emphasis to the same sector while submitting the state proposal.
A separate chapter on status of decentralized planning has also to be included in the state draft annual proposal, 2009-10.State planning department has already asked the rural and panchayati raj department to a note on indicating the steps taken towards the decentralized planning so as to incorporate in the preparation of annual plan 2009-10 .
