Speaker of Manipur Legislative Assembly, Dr S Budhichandra has admonished MLA Surchandra for speaking words that hurt the privilege of MLAs during a flag hoisting ceremony of Congress candidate in the recently held by-election to Yaiskul AC on December 7 .
"Owning a JCB is far better than to be an opposition MLA," MLA Surchandra was alleged to have said.
MLA O Joy has moved a privilege motion against the statement today in the House.
The Speaker has taken the MLA concerned to task and cautioned him not to make such statement in future.
The house also unanimously ratified the proviso of Article 368 (2) of the Constitution Bill relating to the extension of reservation of seats in jobs for Scheduled Castes, Scheduled Tribes and Anglo-Indians for ten more years.
The Bill was moved by Law and Legislative Affairs Minister, Th Debendra.
Participating in the, opposition MLA, O Joy said that the Bill, which already got approval in both the Houses of the Parliament, needs not much discussion in the Assembly.
Opposition leader MLA Radhabinod Koijam observed that the extension of the provision is necessary as the status of SC and ST is not improved even after 60 years of Indian Independence.
This has defaced the image of democracy.
He also raised apprehension that the Bill becomes a permanent one after prolong extension.
He further said that reservation is a part of national building process.
The existence of reservation system indicates that particular communities are not affected by development process.
Therefore, the backward class should be uplifted within a given time.
