Student wing of JCILPS exerts the pressure : Ultimatum served on Govt

Joint Committee on Inner Line Permit System Student Wing (JCILPSSW) has said that it will intensify their pro-ILPS movement if the Government fails to bring out an Ordinance or a Bill regarding protection of indigenous people of the State within this month.
This was announced in a students' convention conducted by the Student Wing at Manipur College today.
Participants of the convention observed that the Government has failed to present a draft Ordinance or a Bill even after the lapse of three months ever since an all political parties forum on ILPS was formed.
Later, the convention made several recommendations to put forward before the Government, which included presentation of a white paper on the number of migrants and foreigners, who came to the State between 1941 and 2014 .
The convention also recommended the institution of a separate Ministry for overseeing the migrant issue and to constitute a Cabinet sub-committee for the protection of indigenous people.
Other recommendations included bringing out an Ordinance or a Bill by October 31 and enforce the same in the State within November 18 if the people of the State give their nod to the Ordinance/Bill.
JCILPSSW convenor Moirangthem Angamba, who was the president of the convention, alleged that the Government is sitting idle although the population of non-locals is increasing in the State alarmingly.
He said that the number of non-locals is even greater than the population of indigenous people in Jiribam.
It is unfortunate that the Government does not enforce any concrete and determined measure to protect the indigenous people although JCILPS had held meetings on the issue with the State Government representatives.
Saying that three months have already passed ever since an all political parties forum on ILPS was formed, Angamba decried the Government's alleged delaying tactics.
He questioned why the Government is taking so long in seeking expert comments on the issue.
He said that JCILPS Student Wing, JCILPS Women Wing and JCILPS would continue to stage different forms of agitation on the issue with support from the people.
Speaking at the convention, Manipur College Principal Kh Jayantakumar said that population growth rate of the State is so high as the population increased from 7.87 lakh in 1951 to 27.72 lakh in 2011 .
Manipur College Political Science Lecturer Satyajit said that non-locals would automatically return to their respective States on their own, if indigenous people start taking the works and business which non-locals are doing.
Expressing his view on the need to promote the sense of work culture among indigenous people, Jayantakumar said that people of the State must take a collective pledge not to engage non-locals in any work and avoid buying things from them.
JCILPS co-convenor Ratan said that in Tripura, most of the indigenous people have shifted to hills and interior areas as they have now become a minority in Agartala and urban areas.
He questioned the Government whether they want such a situation in Manipur as well.
Many other experts also spoke at the convention.
