Public to enforce ILP in State from Nov 18

A day-long National Convention on Inner Line Permit System (ILP) in Manipur held at MDU Hall here has resolved to implement the system in the state by the public themselves from November 18 next in case the State Government does not respect and act on the decision taken by the Cabinet and the State Assembly in connection with re-implementation of ILP in Manipur.
Organised under the aegis of Joint Committee on Inner Line Permit System in Manipur, the convention also resolved to launch non-cooperation movement against the government in the regard.
The National Convention warmly welcomed the decision of the State Assembly taken on July 12 and 13, whereby it was recommended to amend 'Bengal Eastern Frontier Regulation 1873' to pay away for reimplementation of ILP in the light of the danger posed to the indigenous people following uninterrupted flow of illegal migrant workers into Manipur.
Earlier speaking at the convention, Sapamcha Jadumani, Convener of Joint Committee on Inner Line Permit System in Manipur, recalled thatpeople of Manipur have taken up various agitations to re-implement ILP in the state since 1990.As a consequence, the members of the State Assembly unanimously resolved to implement it in the state.
Although the resolution of the State Assembly has been sent to the Union Ministry for approval, the Centre has neither given its approval nor has rejected it altogether.
Jadumani pointed out that there had always been a Passport/Permit System in Manipur much before Manipur came under the Indian dominion.
However, after Manipur was merged into the Indian Union, the then Commissioner of Manipur, Himat Singh, abolished the Passport/Permit System from Manipur on November 18 .
The Joint Committee, has therefore, marked November 18 as the deadline for re-implementation of ILP in the state.
So, if the Centre and the State government do not declare re-implementation of ILP in Manipur by November 18 next, the Committee along with the public would implement the ILP and would also take recourse to various intense democratic agitations including non-co-operation movement against the government, Jadumani added.
Joy Chingakham, co-convener of the Joint Committee, said that the issue of illegal migrants in the North East is not new; it has been known since 1990.There has been bloodshed over the issue in different parts of the region.
Agitations have been launched in Assam, Meghalaya and Nagaland.
The need to take recourse to intense agitation jointly has also been proposed from all sides to the Committee.
The convention was also attended by Khomdram Ratan, Co-Convener, Joint Committee on Inner Line Permit System in Manipur; Mutum Churamani, Co-Convener, Joint Committee on Inner Line Permit System in Manipur; Dr T Lunkim, Chairman Kuki Organisation for Human Rights; ex-Minister, RV Minthing Tangkhul; Md Kheirudin, President All Manipur Muslim Co-Ordinating Committee as presidium members.
