Paomata villages warn of boycotting ADC Chairman

Opposing the move of Senapati District ADC Chairman R.S Henry Hiilii to initiate departmental enquiry against alleged violation of High court order and guidelines in the implementation of MGNREGS 2011-2012 in respect of Paomata block, the Chairman/Secy of the said block has threatened to boycott the ADC chairman or other ADC members.
According to block leaders represented by its Convenor, Co-convener and Finance Secy, the action of the ADC Chairman to file a case and initiate inquiry against former Paomata block SDO/BDO Armstrong Pame, IAS is not in accordance to the wishes of the people as all the MNREGS fund transactions are done with full co-operations and consent of the concerned block village chairman and authority members.
So, if the order is not withdrawn immediately, the block villages will boycott or cease to co-operate with the ADC.
Earlier, the ADC Chairman had written to the Chief Minister over alleged violation of the Court's order and guidelines of the MNREGS for devolution process of 25% of the funds to the Autonomous District Councils in letter and spirit.
The ADC Chairman has alleged that one IAS Officer had withdrawn the full amount of the funds without the consent of the then CEO.
But as per the documents available to the block leaders, the then SDO/BDO had submitted an explanation to the Commissioner RD&PR Govt of Manipur stating that, the funds had been transacted and credited to village accounts as per the guidelines.
He further stated that the then CEO had retired but all works were implemented as recommended by the ADC members and DRDA.
Meanwhile, the Block villages has contended that the move of the ADC Chairman is uncalled for as the ADC members and their villages are equal beneficiaries of the MNREGS and that, devolution of 25% of the flagship programme was unacceptable.
It has also demanded the remaining/pending funds of the block be released immediately.
The block village leaders have also asked their respective constituency ADC Members elected by respective village to explain/clarify on the move taken by the ADC Chairman.
