Charge hearing on 23 lakhs RIMS scam on April 3

The hearing of charges against 11 employees of RIMS, who have been implicated in the case of forgery and manipulating the cash receipts amounting to around Rs 23 lakhs, would be conducted at the court of Special Judge, Manipur East on April 3 next.
After investigating into the case along with registering an FIR, the Central Bureau of Investigation (CBI), Anti Corruption Branch (ACB), Imphal has framed charges against the accused under IPC Section 467, 468, 471, 477, 477-A, 409 read along with Section 120 and Section 13 (2) of Prevention of Corruption Act, 1988 and Section 13(1)(D)and submitted the same to the Court of Special Judge, Manipur East giving green signal for conducting legal trial.
In the charge sheets, the premier investigating agency observed that the 11 employees were involved in the Rs 23 lakhs scandal of RIMS relating to the period from March 2007 to April 2009.During this period, the accused entered into a criminal conspiracy and realized excess amount for various diagnostic tests and other charges from the patients and manipulated the amount entered in the records submitted by them for RIMS Hospital records, thus utilizing the excess amount by them for their own use.
According to information received by Hueiyen Lanpao, the 11 employees who have been implicated in the scandal are retired Assistant Cachier of RIMS Talem Rajen Roy of Lairikyengbam Leikai, Salan Leirak, Imphal West; LDC Naoroibam Phajaton of Sagolband Khamnam Leirak, Imphal; LDC Naoroibam Thambal Angou of Uripok Takhellambam Leikai; retired LDC Laikhuram Mohanjao of Top Mayai Leikai; LDC Laishram Shantikumar of Singjamei Makha Khongnangpheidekpi Leikai; LDC Salam Kantomani of Khurai Chingangbam Leikai; Artist Laishram Roshan of Thangmeiband Hijam Dewan Leikai; Attendant Kangabam Okendro of Wangkhei Thambalkhong; Attendent Moirangthem Nagindra of Khurai Puthiba Leikai; Attendant Soibam Chaoba alias Sarat of Bamon Leikai Nahabam Leirak and Attendant Haobijam Rajen of Chingmeirong Lei-Ingkhol.
Subsequent to receipt of the charge sheets, the Court of Special Judge, Manipur East issued an order on February 28 last taking cognizance of the charges framed against the 11 accused employees.
Along with registering it has a special trial case, the order had also summoned all the accused to appear before the court.
However, with exception to L Roshan, the remaining 10 accused employees responded to the court summon and they were later on granted bail on surety bond of Rs 50,000 each (PR Bond) while a warrant of arrest was issued against L Roshan.
At the same time, the court has fixed April 3 for charge hearing of the case against the 11 accused employees.
Sources further revealed that the investigations by CBI brought to light that the main source of income for RIMS is through sale (in cash) of OPD tickets in the General, Obstetrics and Gynaecology wards, Emergency Services and the PMR.
The price of each ticket is Rs 5 only.
The tickets are in the form of sheets supplied from the Medical Record Department (MRD) in bunches of 500 pages costing Rs 2,500.The tickets are also sold for Investigation and Admission charges.
The receipt book, containing 50 pages in one book, has three copies of different colours namely white, yellow and red.
However, in all cases the pink-copy (original) of the cash receipt was found to have been given to the patient, the yellow copy to the diagnostic department and the white copy retained by the cashier in the cash receipt book.
But at the time of entering the cash amount in the receipt book, no carbon copy was placed under the white receipt and the amount is manipulated at the time of submitting the used cash book to the Hospital cashier/MRD.
During the course of investigation by the CBI, the present Director of RIMS had directed the accused employees to deposit the amount received by the Income Monitoring Cell of RIMS.
In response to the direction, accused employees deposited a total of Rs 23,22,933 in the Corpus Fund Account of RIMS.
