Imphal, March 22 2018:
At a time when the people of the State are demanding the implementation of Inner Line Permit (ILP) System in the State, Lamphel SDC has been allegedly issuing residential and identity certificates to non locals with fake surnames.
Speaking to media persons at Manipuri Students' Federation (MSF) office at Keishamthong Top Leirak today evening, Okendro Heisnam, general secretary of MSF, alleged that Lamphel SDC, K Kullabi issued identity/residential certificates to one Pintu Das and his two sons with fake surnames such as Laishram, and the certificates were verified by one Bina Devi, yesterday.
Pintu Das and his two sons also updated their surnames from Das to Laishram in their respective Aadhaar cards yesterday itself, he added.
Okendro informed that Pintu Das (40) s/o (L) Omor Das of Silchar, Assam, came to Manipur in 1993 .
He got married with a local woman and is presently staying at his wife's residence at Lalambung Takhellambam Leikai.
The act of issuing identity/residential certificates to non locals by the authority concerned despite the announcement of 1951 as the base year by JCILPS for the non locals in the State, is very unfortunate, he said.
The general secretary continued that providing such identity/residential certificates as well as domicile certificates by the authority is a major concern as it is one of the major factors which will hamper the movement/ demand for ILP in the State.
He also said that such practice will encourage mass influx of illegal migrants and non locals in the State, who are beginning to rapidly outnumber the population of indigenous people.
Okendro also urged the authority concerned to check the documents produced by the non locals while applying for such certificates and to see whether they are genuine or not.
He further demanded the authority concerned to verify the identity/residential certificates issued to Pintu Das at the earliest.
