Imphal, April 24 2011:
Noting that shifting of Manipur Assembly Secretariat by the Government was with a view to lessen traffic congestion in the capital town, Naharol Chaokhathanba Kanglup, Uripok has proposed that similar measure be initiated to shift the raj Bhavan from its present location.
A Kanglup release highlighted that due to everyday increase in the number of vehicles traffic jam in Imphal areas, particularly in and around market places has become a daily menace.
As it has become inevitable that Government establishments including offices and schools located at congested areas need to be relocated in the outskirts of the capital town, the same yardstick should be applied to the Raj Bhavan for there is no substance in the area being described as 'silent zone' because of the very fact that its location is surrounded by important roads.
Further proposing that a suitable location could be chosen for the Raj Bhavan, the body highlighted that apart from the security aspect inconveniences caused to the public as a consequences of traffic/police measures could be redressed to a great extent.
It also suggested that as imposing monetary fines for violating traffic norms only to let off the defaulter after paying the penalty cannot solve the problem, pro-active measures such as construction of smaller market complexes at the outskirts should be examined as well as implemented.
