Indictment documents go missing : Huge sum of money not deposited at RIMS account

Several documents delivered by hand to RIMS authority by the CBI which indicted the Chief Account Officer cum Financial Advisor of the institution with regard to swindling of a huge amount which otherwise should be accrued to RIMS account from its different counters on daily basis are suspected to have been deliberately misplaced.
A well placed source informed that CBI registered a case and investigated the non-deposition of money collected from OPD counter, medical investigation counters and other counters for several years.
As a rule, money collected from these counters on daily basis should be deposited against RIMS account at the UBI, RIMS branch.
After registering case no RC 5(A)/2010-IMPH, CBI launched an investigation against many RIMS officials.

Even though the source refused to divulge the exact figure of money which has been swindled, the source revealed that money collected at different counters including OPD counter and investigation counters were not accrued to the RIMS account for many years.
The CBI investigated the case for three years and came to the conclusion that many RIMS officials including a few holding key posts were involved in swindling the huge amount.
The CBI named the Chief Account Officer cum Financial Advisor as the main accused of the scandal.
Head of Zone, CBI, ACZ, Guwahati Joint Director (NE) wrote a letter which recommended initiation of befitting punitive action against the Chief Account Officer cum Financial Advisor.
The letter was delivered by hand by some CBI officials to the then RIMS Director Prof Sekharjit who has now been removed on March 26, 2014 .
Though the letter did not mention Prof Sekharjit, it was addressed "To the Director, Regional Institute of Medical Sciences, Imphal (Manipur)".
It was also embossed with the words "Confidential, by hand" .
The letter was enclosed with a forwarding letter and it was received by a private secretary of the RIMS Director who has now retired.
Apart from the forwarding letter, the letter sent by the Head of Zone, CBI, ACZ, Guwahati Joint Director (NE) was enclosed with several documents such as draft charge, memorandum containing the draft article of charge, statement of imputation, list of relied upon documents and list of witnesses along with authenticated copies of all the relief upon documents proposed to sustain the charge levelled against the Chief Account Officer cum Financial Advisor.
However, no one is sure where the particular letter which recommended befitting action against the Chief Account Officer cum Financial Advisor is now.
With the letter missing, no action has been initiated against the particular officer so far.
The private secretary who signed on the CBI's forwarding letter in acknowledgement of receiving the letter told The Sangai Express that all the documents delivered by the CBI were handed over to the then Director Professor Sekharjit.
