Imphal, May 31 2022: Union Minister of State for Education and External Affairs Dr RK Ranjan Singh has categorically stated that the Centre will probably enact a new Land Reform Act shortly and replace the controversial AFSPA with a humanitarian law.

The MoS also said that about 90 per cent of farmers in Manipur are tenant farmers and as such they often face difficulties while procuring subsidised urea and in seeking the benefits of PM-Kisan due to non possession of land pattas.

Dr RK Ranjan made the statement by the sidelines of the Nationwide interaction programme of Prime Minister Narendra Modi with various beneficiaries of welfare schemes.

For Imphal West, the interaction programme was organized by ICAR-Krishi Vigyan Kendra, Imphal West at ICAR Research complex for NEH Region, Manipur Centre, Lamphelpat.

The main event "Garib Kalyan Sammelan" was held today at Shimla, Himachal Pradesh where the Prime Minister directly interacted with the beneficiaries from across the country through video conferencing.

The Prime Minister also released the 11th instalment of the Kisan Samman Nidhi Yojna amounting to over Rs 21,000 crore to more than 10 crore beneficiary farmers under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme.

In the series of events organized throughout the country, the beneficiaries interacted with Chief Ministers, Central and State Ministers, Members of Parliament, Members of Legislative Assembly and other elected representatives.

While attending the interaction programme at ICAR-Krishi Vigyan Kendra as chief guest, Dr RK Ranjan said that there was a strong political turbulence in the country before the coming of Narendra Modi led Government at the Centre.

Stating that there were many laws during the British regime that hampered the development of the country, he said that as many as 1,500 such Acts have been scrapped by the Government.

Regarding the Arm Forces Special Powers Act (AFSPA 1958), Dr Ranjan said that the Centre is considering replacing the Act with a new humanitarian law.

On Act East Policy, he mentioned that there will be more economic activities in the State as a gateway to Southeast Asia under the policy.

The MoS further stated that the Centre has implemented more than 180 welfare schemes so far targeting all sections of the society.
