Riders put up by JAC for talk : Govt must initiate

Roll back show cause notice served on the core committee members of the JAC of AMTUC and AMGEO. Roll back the transfer orders of heads of departments.
These are the riders laid down by the JAC before any talk at the Chief Minister level is held.
On the other hand the employees have also made it clear that they are not in the mood to consider the proposal of the Government to implement the 7th Pay with effect from April 1, 2019.
What however is not very clear is whether the State Government has laid down the stand of the employees before the Union Government in clear cut terms or not.
This poser has been raised in the backdrop of the fact that it was none other than Union MoS for Finance Shiv Pratap Shukla who said that he will highlight the stand or grievances of the State Government employees to the Central leadership.
Does this mean that the stand of the Government employees had not been highlighted clearly to the Central leadership earlier ?
This is a question which only the BJP led Government at Imphal can answer, but the need to first clear its house need not be stressed here.
This observation is made in the backdrop of the fact that it took none other than Deputy Chief Minister Y Joykumar to say that the promise to implement the 7th Pay Commission was a promise of the BJP in its Vision Document but the Government at
Imphal is a coalition Government led by the BJP.
A point raised earlier, but none-theless worth repeating again, and does this mean that the Deputy Chief Minister was speaking as an MLA of the NPP, the party to which he belongs or as the Deputy Chief Minister of the BJP led coalition Government ?
It is here that the BJP led coalition Government need to be clear the air.
Speak and act as part of the coalition Government or speak only on behalf of the political party to which one belongs, regardless of the fact that one is representing the Government.
Chief Minister N Biren needs to clear the air.
As the Union MoS for Finance so succinctly put it during his visit to the State, let the Government highlight the situation here to the Central Government in clear cut terms.
This is 2018 and the Lok Sabha election is just round the corner and surely the BJP led Government here cannot be seen to be aloof to the stand of its employees.
Meeting the demand of the employees may be central to the JAC of AMTUC and AMGEO and other employees associations, but at the same time it is important for the Government to convey the message that it is trying to see what can be done to address their demand.
From what the Union MoS for Finance had to say, it is doubtful that the stand of the Government employees has been highlighted to the Central Government effectively.
As noted here in an earlier commentary, the situation of the State Government is understandable, but not taking the demand of the employees seriously is hard to digest.
It is now more than two months since the cease work strike started and Manipur certainly cannot afford to have such a situation for long.
Sit down, see if the riders put up by the JAC can be entertained and then talk to come to an understanding and it stands that the initiative has to come from the Government.
Let the teacher also come to the realisation that their job is not only about enjoying the perks and benefits of the 7th Pay but also about producing meritorious students
