His insistence for speeding up the completion of the dam constitute a blatant disregard to all democratic call to re-consider and review the dam as it is riddled with corruption, disrespect of the peoples right, ill management, lack of proper assessment of environment, and rehabilitation and resettlement plan, inter alia. If his term as a Minister begins with such insensitivities, including the promotion of NIT at Langol and Dolaithabi barrage, the people of Manipur are likely to face further difficulties and an uncertain future. CCDD believes that gaining public acceptance is essential for decisions on equitable and sustainable water and energy resources development and that acceptance should emerge from recognizing the human rights and survival issues of all peoples of Manipur. The ongoing construction of Mapithel Dam must be reviewed for compliance with the 'seven strategic priorities', including gaining public acceptance, comprehensive options assessment, charted out by the World Commission on Dams, 2000. The Construction of the dam should be halted till such review acceptable to the dam affected people and the people of Manipur is carried out fundamentally.
