MEMORANDUM
Submitted to the Chief Minister of Delhi Dated: Delhi, 13th October 2007 To, The Chief Minister, Government of Delhi, Delhi. Subject: Petition appealing the government to make Delhi a safe city for women and racially discriminated minority peoples. Dear Madam, In the wake of heightening instances of rape, an alarming social reality is being constantly entrusted upon. One of the most serious social threats is the incessant rape irrespective of age groups. Ranging from below the age 5 years girl child to 80 years old women are all increasingly dragged within the ambits of rape. It is a pertinent question to ask why such incidents are taking a strong root continuously and why and how these incidents are happening unabated. There is hardly any day newspapers do not report about molestation, rape, eve teasing etc. I.P.University College and Mukherjee Nagar molestation incidents were just one of those 'many eye openers'. We are also confused what the Governments (Delhi and Union) are doing to curb the menace. The concerned authority should take moral responsibility of all these shameful and unsocial acts. If we remain silent on these distasteful incidents, perhaps, the time is not far when all the girls and women in India to cover their faces not because of the 'Pardah System' but for their future prospects as well as the fear of social ostracism. It is an ultimate necessity to fight back the continuing threat on women's chastity particularly since no society can progress without a collective enjoyment of freedom and equality. MSAD also expresses its concern for the increasing sexual harassments of girls and racial discrimination (irrespective of sex) from the Northeastern side of India (read as mongoloid stocks of Northeastern India). This particularization is not meant to be the only reason for the progressive resistance that is aimed at. It is a usual experience that students and persons hailing from Northeastern region of India are treated as the 'other' with specific categories that suit the malicious dominant consciousnesses and prejudices. The 'otherness' of the 'other' is categorized as barbarous, uncivil, unrefined, underdeveloped, tribal, easy and so on, which determines a social relationship that establishes racial prejudices with ultimate capacity to reproduce exploitation, domination and harassment of the 'other' in the hands of the dominant. MSAD, therefore, requested the government to consider the subject matter and kindly take up prompt initiative in order to make Delhi a safe city for women in general and sexual harassments of girls and racial discrimination (irrespective of sex) from the Northeastern side of India (read as mongoloid stocks of Northeastern India).
