On brutal killing of Kasom Khullen SDO and his associates
By Dr. Khangembam Romesh *
As I was busy, I couldn't read the Manipur news of the last two days, even though I do it usually. I was struck with upset when I saw the contents of the first page
of Poknapham, which were, in fact, in a great tragedy.
How unfortunate it was!
Such kind of activities pose as great a threat to our life and a more probable drastic situation, but it goes on to happen in our state more and more, while everybody
in the world is in the track of claiming for their development and achievements.
There is something wrong or mere mistake in our decision-making process. What we lose - who is the right person to give its answer - DC, SP, IG, his wife, his mother,
his father, his daughters or common people. Nobody can give the right answer, but it is only the Chief Minister, who has to give the answer.
The whole administration is under his control for the welfare of Manipur, for the development of Manipur, for the security of Manipur.
The condolence message like - I deeply share with the grief and sorrow of the bereaved family. He is a man of principle, commitment and courageous administrator. We lost our brave son. It will remain for all Manipuris as a big vacuum that cannot be replaced.
Is it the right thing that we can expect from our Chief Minister? My Government has decided to provide a job to the next of kins and also decided to hand over this case to CBI.
The DC of Ukhrul district should immediately be arrested somehow. He must have at least some ideas. The next day at the visit of Works Minister, the SDO was not there,
even though he was supposed to be there. Accordingly, it can be claimed that the absence of the SDO must had brought to his (DC) notice at the immediate moment.
Obviously, the meeting was about the visit of the Minister. To make inquiry about the absence of the SDO, he is the authority. How could he be in silence? Even to lodge a complaint either formal or non-formal, he could had.
The thing might have been done by NSCN (IM), whosoever, but the reflection is that it is the weakness of Manipur Government. I would mean the government as CM. In between
the abduction of the SDO, his associates and recovery of their death bodies, there was a long gap.
What the Government of Manipur had done to rescue them? Take it as done by NSCN, but what they did wrong. They are unlawful organization; disturbing the system is one of their objectives.
The most important matter is how far the Government of Manipur can provide security to its people, employees.
The CM should try to understand what the need of the hour is , instead of adhoc measurements. How do NSCN (IM) cadres operate in the territories of Manipur, despite the fact that there is a stable government of people? The ceasefire agreement between India government and NSCN (IM) is within the territories of Nagaland.
This is what I was made aware from the statement of Manipur Government and India Government. And also I am very certain about it, as it belongs to the jurisdiction of government policy. How can they operate in Manipur? Many times, the government of Manipur used to ask the centre for more Para-military, CRPF forces.
Where they have been deployed and how far we have been benefitted? The overall structure looks like something that public cannot give answer and tend to conflate. What we need is a permanent solution and a permanent better position.
In doing so, we may lose something, but what we gain is JUSTICE, justice for long term, justice that is necessary for all. I think the government need to show is - the MANIPUR GOVERNMENT can, do, and should, at least, sometimes think of some parts of the people of MANIPUR as appropriate objective of security and care.
The government should not reserve its role for some benefits that would only last for a little span of time .
I was really getting hurt and disturbed. The Government of Manipur should always remains as a means to Manipuri's end, not as an end in itself.
