14th August, 2014
To:
The Chief Secretary
Government of Manipur
South Block, Old Secretariat
Imphal – 795001.
Subject: Manipulation on issuance of Thadou Tribe Certificate.
Reference: Incorrect Tribe Certificate issued by Executive Magistrate, Imphal East dated No. 25 of 11/06/2013 and ADC, Kangpokpi dated 66 of 29/05/2014 is copy enclosed.
Respected Sir,
With reference to the above cited subject, the Thadou Students’ Association, Bengaluru (TSA-B) would like to bring to your kind attention for urgent necessary corrective action, as stated below.
TSA-B had established an Admission Facilitation Centre in various Districts of Manipur with the help of various TSA Branches for higher fields in different colleges in Bengaluru city for this academic year 2014-15.
Upon that, TSA-B is shocked to learnt that many students/applicants from Manipur state belonging to Thadou Tribe have been issued with an invalid Tribe Certificate i.e, Thadou-Kuki, Haokip-Kuki, Kipgen-Kuki, etc. by SDC's/SDO's/ADC's/DC's Level officers. Proof of such issuance is enclosed herewith for your kind information.
It may be stated that, as per the Linguistic Tribe formation, the President of India Notification under Article No. 342 of the Indian Constitution vide The Gazette of India, Scheduled Caste and Scheduled Tribes List (Modification order, 1956) No. SRO 2477A, Ministry of Law & Home Affairs, Government of India, dated 29th October, 1956 at New Delhi, Schedule – IV of Manipur state at Sl. No. 27 clearly mentioned “Thadou” as a recognized tribe and that there is no prefix and suffix for the word “Thadou”.
Since the name of a Tribe cannot be altered by anybody which is violative of the Gazette of India, we exhort you to kindly interfere in the issue immediately and take necessary action against the concerned Officers/Officials for such gross violation of Constitutional sanctity which can turn out into a communal issue with far reaching consequences and intimate us at the earliest, please.
Any laxity to address this problem will invite agitation from the student bodies of Manipur and elsewhere.
Thanking you in anticipation for and on behalf of TSA-B and the Thadou Tribe at-large.
Yours faithfully,
Sd/-
