Q) Human rights forums cannot go beyond a point in confronting governments - so, what next?
A) In a democracy, eventually governments have to respond to public sentiment - we saw this play out at the Ramlila Ground. Human rights groups and the media have a significant role in highlighting violations in Kashmir and elsewhere. But the government must end the culture of impunity, repeal laws like the Armed Forces Special Powers Act (AFSPA) that provide soldiers with widespread powers but immunity from prosecution for human rights violations. Prime Minister Manmohan Singh must keep his 2004 promise to repeal AFSPA.
