The army is taking a look at its own operational lacunae after yesterday's attack that killed 18 soldiers of the 6th battalion of the Dogra Regiment in Manipur. For the battalion (900 to 1,100 troops), the attack came at a moment of change. Did the attackers know it? The answer is up in the air.
The battalion's commanding officer - a colonel - was on leave to his hometown at the time of the incident. He returned yesterday, but was too late. The second-in-command - a lieutenant colonel - had moved ahead earlier to Chandigarh in the area of the army's western command. He was in the advance party for the new location to which the 6 Dogras were to be moved, in a peace station, after two years in a field area
