Against the notice served to Dr. Kamei Kaguilan at JNIMS

The All Zeliangrong Medicos Union (AZMU) convened an Emergency Executive Meeting at 18:00 hour in Imphal on 13th April 2017 in view against the notice served to Dr. Kamei Kaguilan (enrolment no 98) for Re-counselling for PG seats of the Open ST category by Director JNIMS, Porompat.
It is well known that a post graduate counselling for admission for session 2017-18 at JNIMS, Porompat was held on 11th April 2017 at JNIMS Auditorium Complex and seat allocated as per admissible rules under the guideline of Medical Council of India and the Honourable Supreme Court of India directive to allot 10 per cent incentive for every year of service rendered up to maximum of 30 per cent (3 years) for the in- service doctors who had served in difficult/ remote areas (as per MCI Gazette Notification published on 17/11/2009) and the counselling conducted and allotment of seat to Dr. Kamei Kaguilan.
It may be mention that Dr. Kamei Kaguilan has been serving in the Manipur Health Service in the remote areas PHC Khoupum, Noney District since 2011, Order by the Governor, Manipur dated 21st February, 2011 no 4/04/09-M. He has qualified the NEET PG 2017 and is rightfully allotted MS General Surgery in the ST Open category with an incentives 30 per cent score per MCI guidelines.
It has come to light that an intimation through an email sent to him at the late hour 2:13 pm of 13th March 2017 that a re-counselling for the said category would be held on 15th April 2017, 11 am onward making the counselling conducted on 11th April 2017 as null and void. Moreover, it has cause mental trauma to Dr. Kamei Kaguilan. It has also become clear that there are vested elements that are against the rightfully allotted incentive of 30 per cent for deserving Medical Officer discharging their duty at difficult areas of the State.
Violation of the MCI guidelines and the Honourable Supreme Court of India in seat allocation will affect the larger interest of improving rural health care in future. The AZMU uphold the free and fair PG seat allotment process held on 11th April 2017 and appeal the concern authority to refrain from conducting the Re-counselling for PG seat of the Open Schedule Tribe category schedule on 15th April 2017 at 11 am in JNIMS till the matter is clarified in the interest of doctors who has rendered their valuable services at the remote areas of Manipur in particular.
