Imphal, January 28: Even though Chief Minister O Ibobi had earlier announced that he had personally written to the Union Home Ministry to prevail upon the NSCN (IM) to hand over the prime accused in the murder of Lungnila Elizabeth, James Kuki, to the police or the Manipur Government, matter has come to light that the message sent by the Chief Minister never reached the Union Home Ministry.
