Solve Kuki issue before talks with IM: KIM

Imphal, January 07: Kuki Inpi Manipur has resolutely stated that there should be no peace talks or agreement between the NSCN (IM) and the Government of India before the Kuki problem is settled amicably.

In a memorandum submitted to Prime Minister Vajpayee, KIM president Haokholet Khongsai wondered how the Centre could invite a man who ordered the killing of 900 innocent lives and was responsible for uprooting 350 villages without even being tried in a proper law court of the country.

If the killing and destruction was the result of a conflict between Nagas and Kukis as some quarters �unjustly claimed so�, then why the Government of India initiate talk with the NSCN (IM) alone the participation of the Kukis, the memorandum questioned.

In a separate memorandum, also reportedly submitted to the PM, Khongsai expressed apprehension that the interest of the Kukis could possible be affected by accommodating the NSCN in the political process by the Government of India.

Khongsai said that the recent political development in the region suggested that the Naga problem could possibly enter the final stage and there is much anticipation among the Nagas for substantial political accommodation by the Government of India and a promise of peace henceforth.

�However, for their co-inhabitants and fellow tribesmen, the Kuki of Manipur, there is a degree of apprehension that their interests could possibly be affected adversely by such political accommodation,� the memorandum said.

But the memorandum hastened to add that it should not be interpreted to mean that Kukis are anti-Nagas, but rather that a conflict of interest much be avoided to the extent possible and a fair and just solution taking into consideration all facts of the case would ensure lasting peace for both Kukis and Nagas.

While maintaining that the Nagas have a long political struggle and have aggressively projected their case to gain support of the world community, the memo lamented that in contrast the Kukis of Manipur have been subdued from putting forward their legitimate case.

�In reality, they are as deeply concerned as the Nagas about their political future though not vocal about it.

Decision makers in the highest echelons of the Government of India must take this fact into account while examining the options in the Naga issue in particular,� Khongsai said in the memorandum.

In yet another memorandum, the copies of which have been send to Prime Minister, Home Minister, Mizoram Chief Minister as well as the State Chief Minister, KIM upholds the State Government�s decision not to withdraw cases filed against the leaders of the NSCN (IM).

Though lifting of ban against the Naga outfit was a political decision, withdrawal of criminal cases cannot be done away with as in case of Nagaland here as they are related with crime against humanity committed during ethnic cleansing war which was instigated, abetted and supported by the outfit.
