Heirok JAC decries Govt's vague stance

Imphal, May 13: Taking grim note of the failure on the State Government to come up with a lucid clarification on the activities and area of operation of the Special Police Officers recruited at Heirok even after the joint sitting with the Chief Minister and the DGP on the same matter, the Heirok JAC decried that the Government's obscure stance has been arousing suspicion more and more.

A statement issued by the JAC Against the Brutal Killing of Th Promila, L Nirmala, Th Romesh and Seriously Injuring of W Rebika disclosed that the during the joint meeting the Chief Minister and the DGP reportedly assured that due clarification will be made through media on the DGP's earlier statement that SPOs may be utilised in counter insurgency operations and that they may be deployed outside Heirok.

It was also assured that a definite guideline under which the SPOs would function will also be released.

But till date nothing has come out of the assurances, the JAC lamented.

Such conspicuous silence of the incumbent Government inevitably invokes the question whether the Government is sincere enough in its initiative to bring peace in the State.

It also decried the vociferous appeals from different sections of the society not to accept guns from the Government even though they expressed little concern over the killing incident.

Observing that the State Government has not taken up any tangible, concrete measure in line with the wish of the Heirok people, the JAC asked the State Government whether it has any hidden agenda.

Even though the State Government has failed to take any notice of W Rebika who is unable to recover her sight despite repeated approaches, Baouri Natralaya Mission Hospital based at Shillong has offered to sponsor treatment of Rebika, informed the JAC while conveying sincere gratitude to the Hospital.

Stating that there has been no alteration in its stance for self-defence, the JAC appealed to the Government to recruit SPOs in regular State forces like MR, IRB and Manipur Police instead of keeping them as SPOs without any guideline and guarantee.

Observing that DESAM is a student body and those killed in Heirok firing were also students reading class IX/X, the JAC conveyed its desire for DESAM to introspect into this fact.

Appreciating the discussion initiated by some organisations recently on the Heirok issue, the JAC said that it would have far more satisfactory had the issue been looked into during the time of crisis.

Maintaining that Heirok people would not change its justified stance under pressure, the JAC informed that it will pursue its appeals put to the people of Manipur which includes establishment of a combined court for UG groups, abolition of the practice of killing without trial and unification of all UG groups.
