Thoubal DC asks police to carry out investigation

Imphal, July 07 2021: The Deputy Commissioner of Thoubal has written to Superintendent of Police, Thoubal district to carry out an investigation against Md Rafique Ali (Primary teacher of Moijing High School) to prevent misuse of COWIN application in future.

The development came after the Thoubal DC served show cause notice on Md Abdul Wahid and Md Rafique Ali who were assigned the duties of COWIN verifiers for issuing vaccination certificates to four beneficiaries without being vaccinated at a vaccination session at Thoubal Awang Leikai community hall on July 5 .

The DC also stated that the beneficiaries who were issued vaccination certificates by the officials have been identified and actually vaccinated today at District Hospital, Thoubal.

In the notice served, the DC sought explanation in writing why disciplinary action should not be initiated against them within 48 hours from the date of receipt of notice.

The notice was served following a complaint submitted by MO in-charge of UPHC Phouden, who was also the in-charge of the vaccination team.

In the complaint letter, the MO in-charge stated that four persons were entered in the vaccinated column of the portal (COWIN) without the knowledge of health staff and volunteers and urged the DC to look into the matter.

Meanwhile, Md Abdul Wahid-Primary teacher of Ukhongsang UPS, had clarified to the DC that he was not involved in the issue as he was listing the names of the beneficiaries in plain paper while Md Rafique was conducting the COWIN app.

However in their joint submission of the show cause notice, Md Rafique Ali and Abdul Wahid sought an excuse stating that the issuance of the certificates were a mistake and not done wilfully.

The vaccination process of the beneficiaries have been completed as per their consent, they stated while clarifying that the beneficiaries were waiting for their turn but were absent without any information on the said day.

DC clarifies
The DC Thoubal has clarified that the name of Md Abdul Kadir, PT, Moijing High School mentioned in the notice should be read as Md Abdul Wahid, Primary Teacher of Ukhongsang UPS.
