AMBA threatens to launch stir

Imphal, May 19 2016 : All Manipur Bar Association (AMBA) has threatened to initiate different modes of agitation including ceasework stir if the State Government fails to respond positively to the resolutions of the association passed in an emergency meeting on May 17 .

Speaking at a press conference held at their Cheirap Court complex office, AMBA president senior Advocate H Chandrajit said that the association adopted a seven-point resolution to forward it to the Chief Minister and Chief Justice of India in the form of a memorandum for necessary action.

He stated that the first resolution which they passed was regarding filling up the vacant post of the Registrar General of High Court of Manipur.

Saying that the post is supposed to be given to a senior Grade-I officer of Manipur Judiciary Service, Chandrajit said that the in-charge of the said post is currently held by a Grade-I officer who happens to be the junior most officer in the seniority list.

He said that it was resolved in the meeting to urge the Government to fill up the post on merit cum seniority cum suitability basis.

Chandrajit further said that the association also resolved to urge the Government not to overlook the senior officers in filling up the post.

The senior Advocate further said that the State has only two regular Assistant Public Prosecutors and the remaining APPs are contract employees.

The salary of a contract Additional Public Prosecutor is Rs 30,000 per month and that of Assistant Public Prosecutor is Rs 12,000 per month, Chandrajit said.

More than 27 Additional Public Prosecutors and Assistant Public Prosecutors have been working on contract basis since the past 20 years, he said.

Questioning why the Government has not considered the matter of regularising the service of these APPs, Chandrajit said that they were appointed through different interviews and all of them possess good knowledge about the law.

Chandrajit further said that all the APPs of CBI draw a salary of Rs 50,000 per month.

He further said that the meeting also resolved to press the Government to strike out or remove all the the offending clauses mentioned in Rule 3 of Manipur Gazette No 1201 of Government of Manipur, Department of Personnel and Administrative Reforms (Personnel Division), notified on March 9, 2016 and amendment of Rule 7 Reservation under Para A (1) .

In this regard, Chandrajit questioned how ST/SC reservation can be effected in the promotion of a lower grade officer to the higher grade.

He said that SC/ST officers had already enjoyed reservation at the time of their recruitment.

He further said that the association also resolved to urge the Government to review the seniority list of MJS Grade-III officers issued on May 3.Chandrajit said that a junior officer is listed above their seniors in the list.

He said that AMBA would launch an agitation including ceasework strike if the demands are not fulfilled by May 31 .

AMBA vice-president L Manaobi said that the post of Director of Prosecution has been lying vacant since February 28 this year.

Additional Secretary (Law) is currently holding the in-charge of the post, he said.
