Imphal, April 21 2009: Drawal and disbursement of pay and allowances, GPF/medical advances, TA/DA and other allowances and entitlements of all State Government employees will be done through bank accounts of the employees.

According to an order issued by the Finance Department, the new arrangement will be enforced with effect from the month of April 2009 for which salary is payable from May 1, 2009 onwards.

All employees irrespective of their grade and department including contractual employees should open a bank account in the bank branches designated for each district with due regard to the Treasury and Sub-Treasury concerned.

For employees having bank accounts compatible with the prescribed arrangement or if their banks (branches) have core banking facility, it will not be necessary to open a new bank account, it mentioned.

Each employee should submit details of his/her bank account, name of bank branch etc to the concerned DDO on or before April 30, said the Finance Department order.

All DDOs will be allowed to operate their DDO accounts for the time being strictly for salary and transactions pertaining to the specified personal entitlements.

However, no other amount shall be kept in the DDO account under any circumstances.

The order further stipulated that DDOs should submit salary bills of their employees to their treasury linked branches with statements indicating the bank branches and bank account numbers of the employees.

As per the new arrangement, salaries of employees maintaining accounts in the treasury linked branches (or core banking branches of the treasury bank) will be credited directly by the treasury bank branch.

The amounts pertaining to salaries to those employees who will be drawing their salaries from banks other than the treasury linked bank branch will be credited into the respective DDOs accounts, it mentioned.

Further the DDOs should furnish a monthly statement of accounts duly certified by the bank to the Director of Treasuries and Accounts within the 5th of the month following the month for which the accounts pertain.

The Government order also specified that no 'self' cheque will be allowed to be drawn by DDOs for any type of payment by any of the bank branches where DDO accounts are maintained.
