NPF justifies its stand on ILP Bills

The Naga People Front, Manipur State Unit (NPF/ MSU) once again made its position clear to the public on the issue of three 'anti � tribals' Bills and the resolution against Indo-Naga Framework agree-ment passed on August 31, 2015 .
In a statement, the NPF/MSU said that the Bills were passed hurriedly without giving opportunity to the Mem- bers for debate.
Therefore, the four NPF MLAs tendered their resignation on September 4, 2015 in protest against the Bills and the resolution, the resignation of which was acknowledged by the Speaker of the Manipur Legislative Assembly.
However, for the reason not known, the Speaker had not given his decision till date.
Whatever may be the case, the four MLAs stick to the decision and they have not attended Assembly or meetings convened by the Assembly or the Chief Minister.
The NPF MLAs resigned in protest against the three Bills due to procedural lapses in passing the Bills and the HAC orders of 1972 and GSR of the President of India VV Giri order (1972) sub � paragraph 2 of Paragraph 4 was not followed.
The Protection of Manipur Peoples Bill 2015, clause 2, sub-clause ' b' says that Manipur peoples means whose names are in the National Register of Citizens, 1951, Census report 1951 and Village Directory of 1951 and their descendants.
But it is very clear that names are not recorded in the mentioned records, which means all the hill peoples will be considered as non-Manipur persons, it reiterated.
MLR&LR Act 1960 (7th amendment) Bills 2015 section 14A and 14 B which is to be inserted in the principle Bill is an attempt to transfer the land ownership of the tribals to State Govt which is against the existing laws under MLR&LR Act 1960 section 2 and section 158 of the Principle Bill, it said.
Shops and Establishment (2nd amendment) Bill 2015 is an anti tribal Bill as it is an attempt to grab the power from local authorities, it added.
The NPF MLAs have met Union Home Minister several times and apprised him the reasons why they opposed Bills.
The party has strongly asserted that the President should not give assent as it will lead to uncontrollable unrest in the State.
The NPF/MSU also made it clear to the public that the suspension of some members from the party is based on party constitution.
That, if the matter is to be resolved it should be within the party as per rule of the party.
NPF is one of the oldest regional political parties in country which was established in 1963.NPF is a party which maintains discipline in high esteem.
Any party man who cannot follow the discipline has to face disciplinary action, it added.
