Following the alleged refusal of the office of the Deputy Commissioner of Bishnupur district to receive an application filed by a woman under Section 6 (1) of the Right to Information Act, the applicant has filed a complaint under Sub-Section (1) (a) of Section of the RTI, 2005 against the said DC.
Stating that the present case is filed at the initiative of Human Rights Law Network, its Director, Rakesh Meihoubam in a statement today said that the woman, Hemam Nungshitombi a member of Ngangkha Lawai Gram Panchayat had sought information on the implementation of the Indira Awas Yojana from the DC who is also a State Public Information Officer.
The information sought was the facilities provided to a beneficiary of the said scheme and whether the benefits are provided in cash or kind, whether there is any guideline for selection of beneficiary and if so to furnish a copy thereof, said the statement.
The applicant also sought to know the names and particulars of individuals of Ngangkha Lawai Gram Panchayat who were selected as beneficiaries for the year 2006, 2007 and 2008 as well information on whether there are any beneficiaries' waiting list.
Under the RTI the DC was also approached to give information regarding the names and particulars of individuals of the said Gram Panchayat whose houses were already constructed under the IAY scheme.
The other information sought included how the scheme is implemented at Ngangkha Lawai Gram Panchayat, who distribute the money or kind to the beneficiaries, how much money was allotted to each beneficiary and whether there are any grievances redressal system in the implementation of the said scheme.
However the office of the DC refused to accept the application filed under the RTI and hence the case has been taken up, it added.
