MCPCR for ex-gratia for slain youth

The Manipur Commission for Protection of Child Rights has made a series of recommendations including ex-gratia for the family of Laishram Malemnganba (15) and directed the police to investigate the killing of the minor.
Laishram Malemnganba alias Thoinao, son of late L Ibocha of Moirangkampu Awang Leikai, Imphal East, was shot dead by unknown assailants at his own locality on February 10 .
The MCPCR had taken up a suo-motu cognizance of the case and visited the family of the deceased on February 13 .
The MCPCR team was taken aback seeing the pathetic condition of the family which has been racked by abject poverty and tragic incidents--the death of Laishram Ibocha, the head of the family some months back and the murder of the minor, said the Commission making a series of recommendations to the district administration and various departments including the Social Welfare Department, CAF&PD and the Police.
In its recommendations to the Superintendent of Police Imphal East, the MCPCR said the case must be investigated, and the culprits must be booked and punished as per law.
The MCPCR recommended that the family of the minor victim should be provided ex-gratia at the earliest.
The Commission further recommended that appropriate social security schemes like Old Age Pension/Widow Pension shall be provided to the mother of the victim who is a widow.
The family shall have access to subsidised PDS ration under CAF & PD, and the younger sister of the deceased who is studying in Class VI shall be given educational scholarship/sponsorship, said the MCPCR .
