Imphal, July 07 2021: The Federation of Haomee (FoH) has drawn the attention of the State Government to make the Inner Line Permit system in the State more meaningful and effective.

The federation, in a statement, said that the approval of the implementation of the system in the State was signed by India's President on December 11, 2019 but the State Government has done nothing much other than issuing pass on nominal charges and pass renewal after the system has been implemented for more than a year.

As such, both internal and external migrants have been openly entering the State, it said while expressing concern over inclusion of many of these migrants in the State's voter list.

Citing an example of enrolment of one Kusan Laskar (35), son of Md Hakimmiya from Chittagong in Bangladesh in the voter list of Jiribam Assembly Constituency, the federation questioned how a person who is without any official document such as Passport and Visa has made it to the voter list.

There can be many more similar cases, said the federation while urging the State Government to identify these migrants and keep them off from the political rights of the native people.

The ILPS was basically conferred on Manipur to protect native people and its control over the economic, political, education and business sector, said the federation while asserting that generation of some fund by issuing passes will not serve the purpose of ILP.

State Government's reluctance on defining "Native people" which is the basic part of the ILP system defeats its very essence, said the federation while calling on the State Government to add soul to the system to protect the indigenous communities of the State.
