Minister K Shyam sets agenda for mindset change in revenue department

Imphal, December 06 2018: Just one year after the first meeting was being held on revenue matter on the 4th of December, 2018, CAF & PD, Revenue Minister Karam Shyam discussed further on land-related issues with the revenue staff of valley districts of Manipur in the second interactive session today and focussed on the need of a mindset change on the part of the revenue officials of the State and a similar participation from the side of the public.

The meeting was held at Kuranganayani Hall, DC Office, Imphal West Lamphel.

During the meeting, he briefed his revenue officials to be sincere, hard-working and work efficiently with full transparency and accountability by keeping up the image of the Revenue Department of Manipur.

Secretary Revenue T Ranjit; Deputy Secretary Y Rajen ; Deputy Commissioner Imphal West Naorem Praveen Singh, IAS and Additional Deputy Commissioner Ksh Lemba shared the dais with the Minister during the meeting.

He also stated that he wanted to bring a dynamic change in the functioning and administration of the Revenue Department by introducing lottery system in the transfer and postings of around 40 SDCs during last year 2017 and appointment of Sub-Registrar in the current year 2018.Highlighting on problems in connection with staff shortage the Department is encountering and transfer and posting issues, Minister Karam Shyam said, "Revenue Department is the backbone of the whole administration of the entire State, holds high responsibility concerning all important affairs of the State and also prone to blame in case of inefficiencies and irregularities."He also appealed his officials to work transparently for the welfare of the public in any revenue matter like land allocation, acquisition and ownership, demarcation, mutation , parity and appropriation of land records.

Deputy Secretary Revenue, Y Rajen elaborately explained on points related to the Manipur conservation of paddy land and wetland Act, 2014 (Manipur Act No.10 of 2014) that came into effect from September 10, 2014 .

He also stated, "As per the Act, land owners will be able to erect residential buildings on areas measuring 0.10 acre in urban and 0.20 acre in rural locations.

Computerisation of land records will be completed within a time span of 6 months."Drawing concern that there is a need to bring a change in the revenue policy, DC N Praveen said that revenue cases in the State needs thorough investigation and the concerned officials need knowledge and commitment to deal with issues arising thereof.

ADC Ksh Lemba appealed the Government to divide the Imphal West Central division into 2 sub-divisions as it is very dense and there is lack of manpower to properly monitor it under the present condition.

He also added that the Revenue Department is multi-functional considering its big role in conducting elections and also dealing land - related complaints and issues.

SDCs, Sub-Registrars, SKs, Mandols, Revenue Inspectors, Zilladars, staff of the Directorate of Settlement & Land Records of all the valley districts of Manipur took part in the interactive session.
