JFD calls for total deferment of census

Imphal, September 06 2026: The Campaign for Just and Fair Delimitation (JFD), in a memorandum to the Chief Minister, has demanded complete deferment of the Census 2027, including the houselisting and population enumeration exercises.

The Gazette notification which was issued yesterday mentioned the deferment of only the houselisting exercise.

For NRC to be updated in Manipur, the deferment of the whole of the census operations is prerequisite, said the JFD in the memorandum.

Briefing media persons at the Citizens' Club at Soibam Leikai, JFD convenor Jeetendra Ningomba said that the Census 2027 consists of two parts, houselisting exercise and population enumeration.

The Gazette notification issued by the Registrar General of India yesterday, however, has deferred only the houselisting exercise, and has no mention of the population enumeration exercise, Jeetendra said.

As only the houselisting exercise has been deferred, it can't be considered a deferment of the census as a whole, he said.

For NRC to be updated, the census as a whole must be deferred.

The JFD is therefore appealing to the Chief Minister to take necessary steps in this regard, he said.

Further, through the memorandum, the JFD is urging the Government to insert 1951 as the base year for the NRC in the Assembly resolution, and reconstitution of the Manipur State Population Commission, Jeetendra said.

While preparing for the NRC exercise, the Government should gather documents and historical records relating to population, citizenship and residency.

The Government should swiftly trace the documents and records, verify and authenticate them for preservation and reference, he added.

Further, the JFD is also urging the Government to introduce a Manipur State Population Policy, he said.

Meanwhile, the JFD is convening a meeting at the Citizens' Club tomorrow.

The gathering will closely observe the proceedings of the Assembly session tomorrow, Jeetendra said.
