Imphal, December 04 2009: There is strong suspicion that around 20 Kilolitres of SK Oil allotted to the people Sadar Hills for the month of October and November have been swindled.

A reliable source in the Consumer Affairs, Food and Public Distribution Department said that M/S Kangpokpi Island Extension Point was authorised to lift 20 Kilolitres of kerosene oil (10 Kl each for the months of October and November) for further distribution to the people of Sadar Hills area.

Ten kilolitres of SK Oil for the month of October were lifted from IOC depot on October 16 using tanker with registration number MN 01-6043 against challan number 63452987 .

The allotted capacity of 10 Kilolitres of SK oil for the month of November was also lifted from IOC depot on November 18 using tanker with registration number AS 23 B-4838 against IOC's challan number 65248947 .

Utilisation certificates for distributing the 20 kilolitres of kerosene oil to sub-dealers have been submitted to the Government by Additional Deputy Commissioner Kangpokpi.

On the contrary, Inspectors of Consumer Affairs, Food and Public Distribution Department have reported that no SK oil were distributed in Sadar Hills area from the quantities allotted for the months of October and November.

As per the utilisation certificates furnished by ADC Kangpokpi, 10 kilolitres of kerosene oil allotted for the month of October were distributed to 22 sub-dealers (agents) namely Moses Jajo, Laltheldam, Lunpao, Dousi Khongsai, Paolet Khongsai, Mangkam, Nehpao, Seikai, Lunjakam, Seithang, C Ningchui, C Ningthal, Janglet, Agam Kom, Rs Mahaiveng, AS Ramjo, Paominthang, Seikolun, Paojangul, Khulthungam, Kehini and Seikhopao.

The utilisation certificate also contained signatures of these agents declaring that they received SK oil.

Likewise, the same quantity of kerosene oil for November was distributed to 21 agents namely, Moses Jajo, Lalthendam, Mangkan, SR Ningjangrung, C Ningchui, Khuthingam, C Ningthar, AS Ramjo, Ngangam, Akhup, M Angrung, Ms Tuishin, Ngaineng, Kh Douthang, Shonrangkam, SD Alet, Kh Mopham, Ginganang Gangte, Seiboi Kipgen, Lunjakam and Ngamhao Kipgen.

They also appended their signatures on the utilisation certificate declaring they received SK oil.

Coupled with the questionable authenticity of the utilisation certificates, reports about non-distribution of kerosene to people in Sadar Hills area from the quantities allotted for the months of October and November as furnished by its Inspectors, the department would most likely hand over the matter to Vigilance for a thorough enquiry, conveyed the source.
