PM urged to implement NRC in Manipur

Imphal, July 13 2022: At least 19 indigenous communities of Manipur have jointly submitted a memorandum to Prime Minister Narendra Modi urging the Government to implement NRC in the State to safeguard the genuine citizens of the land.

The memorandum jointly signed by presidents of Federation of Haomee, Kabui Union, Tangkhul Headman's Association Manipur amongst others also expressed gratitude to the current Government at the Centre and the State for extending the Bengal Eastern Frontier Regulation 1873 to Manipur making it the fourth State in the North East to implement Inner Line Permit System (ILPS) .

Though the Government has extended the ILP System, the fixation of indegenous people is yet to be defined.

The memorandum exuded confidence that the Government will proceed with the identification of indigenous people by taking into account the communities of hill and valley who trace their origin to the 'Seven Yek Salai' (homogeneity of clans) who are sole indigenous people of Manipur.

The memorandum also recalled the speech made by Home Minister Amit Shah in the Rajya Sabha on November 19, 2019 wherein he had assured the house that NRC would be implemented throughout the country.

In light of such assurance given by the Home Minister and keeping in mind the protection of indigenous people, the indigenous communities urged the Prime Minister to implement NRC in Manipur.

There were movements demanding detection and deportation of foreigners from Manipur in the 1980s and 1990s.Agreement were reached between All Manipur Students Union (AMSU) and All Manipur Students Coordinating Committee (AMSCOC) on one side and the Government of Manipur and the then Governor VK Nair on the other on two different occasion for detection and deportation of foreign Nationals from the soil of Manipur with 1951 as the base year, added the memorandum.

Some of the points in the agreement reached between the two parties included introduction of a specific sub-section in the MLR and LR Act, 1960 to prevent transfer of immovable properties from Manipuri to non-Manipuri in Central district.

However, the successive Governments have not taken up any steps to fulfill the agreement and hence it is of paramount importance that a 'centre of operation for detection and deportation of foreigners' is opened immediately to protect the indigenous people, added the memorandum.
