Imphal, September 23 2026: The State's scholarship for civil services aspirants will continue, said the Chief Minister Yumnam Khemchand Singh at the UTKARSH 2026 held at the Manipur State Film Development Society auditorium at Palace Compound Imphal today.

The UTKARSH 2026 was held felicitating successful civil services candidates belonging to 4th batch of the Chief Minister's Scholarship Scheme for Civil Services Aspirants.

The programme also served as a farewell programme for "outgoing batch of candidates" .

Notably, the scholarship scheme was launched by then Chief Minister N Biren Singh in 2019 with the State Higher and Technical Education Department collaborating with the Alternative Learning System (ALS) .

Candidates selected through a test are given coaching by mentors at the ALS .

Addressing successful candidates of examinations conducted by the UPSC and MPSC, the Chief Minister affirmed that the scholarship programme will continue, noting its benefits.

He noted that 31 candidates of the programme clearing the civil services examinations conducted by the MPSC is a significant achievement of the programme.

The achievements of the candidates reflect their dedication and hard work and the efforts of the institute.

Khemchand Singh further informed that the State Government has already earmarked a budget of Rs 2.8 crore for the scholarship scheme, which aims to provide aspiring candidates with opportunities to pursue quality coaching within the State.

The Chief Minister stated that the successful candidates, as future State's administrative machinery, have an important role to play in the progress of the State and the Nation.

In line with the vision of Viksit Bharat 2047 under the leadership of Prime Minister Narendra Modi, the CM urged the successful candidates to discharge their responsibilities with dedication and a strong sense of commitment to serve the State and the country as a whole.

Ningthoujam Geoffrey, Commissioner-cum-Secretary, Department of Education, stated that the scholarship scheme was launched in 2019 with classes conducted online.

Offline physical classes commenced in 2021-2022 .

Recalling the hardships he faced when he was an aspirant in the past while staying outside the State for coaching, he said that the initiative to provide coaching facilities within the State was taken up to overcome such difficulties.

He urged the successful candidates to value the availability of such facilities within the State.

He encouraged the candidates of the outgoing batch to prepare for examinations with hard work and sincerity.

Chief Secretary Rajeev Singh Thakur; senior Government officials and ALS IAS, students and parents attended the programme.
