Discourse on 'Chainarol and Humanitarian Law' held

Manipur Human Rights Commission (MHRC) member Kangjam Khagendra has said that the root cause of the ongoing violence in Manipur must be apprised to the international communities and forums so that the root causes of the crisis draw attention of the global fraternity.
As chief guest of a discourse on 'Chainarol and International Humanitarian Law' jointly organised by Department of law, Manipur University and MHRC at the Court Hall of the University on Wednesday, Khagendra said that indigenous norms and regulations should.be discussed and understood while having the discourse on International Humanitarian Law.
Since time immemorial, forefathers of the land left behind numerous rules, regulations, discipline, tradition, lifestyles and many social norms.
These invaluable rules and regulations left by forefathers have been either discarded or not given proper attention for a long time albeit present generation seems to be realising significance and relevance of the same at the juncture, he said, adding that the discussion on these rules and regulations is very important in the present fragile situation.
According to Khagendra, the Manipuri forefathers of the land had written clearly about Chainarol in the Puyas which Meetei community should be proud of as it serves as mirror of culture and civilization.
He also stressed the need for the present generation to strive for preserving and promoting invaluable life-lessons contained in the Puyas for the future generation.
He further said that incorporating the indigenous rules and regulations as well as social norms written in the Puyas in the discourse on International Humanitarian Law is very essential.
There are many rules and regulations to be followed in the war field and this is commonly known throughout the globe as International Humanitarian Law.
The same rules and regulations for war field were also written clearly in Chainarol of the Meetei Puyas left by the visionary forefathers of the land, Kangjam Khagendra said and stressed the need for following rules and regulations of the Chainarol in the present conflict and resolving the same.
He said that poor and jobless sections of the society have been worst hit by the present conflict and discourse on Chainarol and International Humanitarian Law at the present juncture is befitting.
He also suggested a clear documentation of the discourse and made the findings of the discourse to international forum for resolving the present conflict.
The discourse was also attended by Manipur University VC professor N Lokendra as president and Manipur Human Rights Commission head of investigation and IGP Mamata Wahengbam, MU School of Social Sciences dean professor Th Purnima and law department head Dr Yumnam Premananda as guests of honour.
Dr Premananda and professor MC Arun of the MU department of anthropology moderated the two technical sessions held as part of the discourse.
