Imphal, October 07 2009: Due to lack of transparency in the selection of NGO has delayed in the setting up of 10-bedded Community Care Centre (CCC) in Ukhrul district by the Manipur AIDS Control Society under the National AIDS Control Organisation (NACO), alleged Kaphut Reishang Long (Kareilong) and Tangkhul Mayer Ngala Long (Tangkhul Youth Council) today.

Talking to media persons at a press conference held at Manipur Press Club, secretary CS Reishang Shinglei observed that as per notification issued in December 2007 by MACS, one CCC each are to be constructed in ukhrul, Senapati and Tamenglong with the funding from NACO for treatment of people living HIV/AIDS.

The centres are to be constructed by NGOs selected by district level committee chair by the DCs of the respective DCs.

The committee is to select 10 NGOs first to point out three NGOs for the short listing one, the most qualified one for handling the works of setting up the CCC.

Following the notification Ukhrul district committee selected 10 NGOs working in the field of HIV/AIDS.

While selecting three NGOs out of the 10, Kareilong was in the third position in order of qualified.

But instead of selecting Kareilong, one of the NGOs in the 6th position was included in the three shortlisted NGOs.

The NGO in the sixth position Development of Eco and Ecological Awareness Society (DS) was selected.

In this regard, a case was filed against MACS at Guwahati High Court.

As a result of it court directed to form joint appraisal team and re-look into the selection of NGOs.

In the inspection, Kareilong was in the top of the list of NGOs.

But even after the selection of NGOs for other two districts completed, still the selection for the Ukhrul district is yet to not finalize.

TYC, chief election commissioner, K Stony Stone said only for not able to select an NGO, the process of opening of CCC is delay in the district which caused grievances to the people living with HIV/AIDS in the district.
