MHRC raps DGP, SP over rice disputes

Acting on a complaint filed against inadequate distribution of food grains in two localities of Kakching district by Fair Price Shop (FPS) dealers, Manipur Human Rights Commission (MHRC) on Friday enquired the DGP and SP Kakching why FIR has not been registered based on the complaint petition.
The Commission directed the DGP and SP to respond to the petition in two weeks' time.
A complaint petition filed by National Food Security Act 2013 card holder Naorem Ongbi Pramodini Devi and three others stated that Pukhrambam Bijaya Devi and Thokchom Shantakumar used to distribute rice to the NFSA ration card holders of Kakching Ningthou Leikai and Kakching Mayai Leikai respectively.
However, the two individuals did not display any sort of signboard at their respective houses/business areas to prove that they are the duly appointed FPS dealers.
At the same time, Kakching deputy commissioner did not issue any notification in the public domain informing that they are the authorised Fair Price Shop Dealers at any point of time.
Yet, the two individuals and their men acted as if they were duly appointed FPS dealers till dates, it added.
The complainants further stated that the two FPS dealers distributed only 3 kg of PMGKA Y rice instead of 5 kg to the ration card holders and 4kg of NFSA rice instead of 5 kg per person.
Informing that the petitioners along with other villagers protested against the illegal act of the FPS dealers and demanded to provide the allocated quantity of rice, the petitioners said that the FPS dealers did not listen to the demand made by the villagers.
Moreover they have submitted a representative addressed to Kakching district deputy commissioner.
However, no positive action has so far been taken up for the reason best known to the DC, the complainants continued, while adding that a written report had already been submitted to Kakching Police Station OC asking for registering an FIR under Section 406 & 409 IPC against the FSP dealers.
Yet, no FIR has been registered without giving any valid reason.
After hearing the complaints, MHRC directed Kakching SP to look into the matter personally and submit a report before the commission.
